JUST 7 CIVIL SERVANTS OUT OF 12,000 ARE NOT 'EXCELLENT'

Just 7 civil servants out of a total of more than 12,000 employees assessed in 2019 had a negative rating on some of the eight criteria, highlighting the big problem of productivity and incentives to work in the public service. Overall, 97% of civil servants are assessed as excellent in all criteria.

This is demonstrated by the data contained in the Annual Report of the Public Service Committee for 2019 presented today by the Commission to the President of the Republic Nicos Anastasiades at the Presidential Palace. The commission's problems were discussed during the service, which focus on the problem of evaluation which, as stated by the President of the EDY Georgios Papageorgiou, can be resolved by the completion of the Public Service Reform and the adoption of the bills pending from last year in the House.

In delivering the report, Mr Papageorgiou said, inter alia, that the report provides extensive reference to the Commission's work for 2019 and that its views and concerns are being submitted on some issues which he considers essential for the Public Service.

Among the issues to which particular reference is made, he said, is the Reform of the Public Service, adding that, unfortunately, although the Government has re-tabled the relevant bill, there has been no result on this crucial issue. "We hope that those involved in the matter will pay due attention," Mr Papageorgiou told President Anastasiades.

Receiving the report, the President of the Republic said that many party recommendations were adopted in order for the bill to be passed by the House of Representatives on Public Service Reform, but this was not approved.

He added that he would carefully study the EDY's annual report, while expressing satisfaction that the number of appeals to the court in relation to matters relating to the Public Service has decreased.

In statements following the performance of the Annual Report, Mr Papageorgiou initially said that performance is an obligation of the Office to inform the President about the Commission's activities in the year preceding.

The Report, as he said, refers extensively to the work in 2019, and concerns and suggestions are being submitted in relation to some problems that are troubling the EDY.

Asked what the main problems were, Mr Papageorgiou said that they have become graphic, in the sense that this is the 5th annual report of this Commission, and they are largely obliged to repeat the same issues.

"What is important at the moment is to promote and regulate the issue of Public Service Reform, that is to say to pass the bills pending in the House from Autumn 2019," he said, noting that the Reform gives important tools to the Commission in relation to the procedures for filling posts, adequately addressing the issue of the evaluation of civil servants.

On the subject of evaluation, Mr Papageorgiou said that the phenomenon of leveling evaluation continues in the "excellent". Based on this year's data, he noted, 97% of the more than 12,000 civil servants evaluated were excellent at all evaluation data, which shows that something is wrong. "Only seven employees had an unsatisfactory assessment, and these only in some of the 8 elements. This is something that needs to be resolved if we don't find ways to address this issue I think disincentives are being created in the public service for work," he said.

In response to another question, Mr Papageorgiou said that several important steps had been taken forward, such as the issue of eGovernment, how to select candidates recruited, the introduction of new methods such as proficiency tests and the recruitment of the most suitable ones.

On these issues, since 2015 a number of bills had been tabled in the House and for various reasons some parties raised issues that they considered important. Then there was a consultation again, the bills were withdrawn, they were retabled in Autumn 2019 but unfortunately, the debate, as he said, did not continue because of the epidemic of the coronavirus but also because of the upcoming parliamentary elections.

When asked whether they are responsible in addition to the legislators and those who apply the laws, Mr Papageorgiou replied in the affirmative by saying that it is also the fault of the way the supervisors assess and the system itself. Where we have come today, "if the system does not change very difficult we will change the situation", he concluded.

In relation to the Report, it states that 2019 has been a particularly productive year for the Commission. A total of 896 posts (206 appointments and 690 promotions) were filled, while the Commission accepted 549 candidates for an oral examination. With regard to reviews following annulment decisions, 15 persons were re-promoted/reappointed, while 9 persons were selected for appointment/promotion for the first time.

In the exercise of its disciplinary jurisdiction, the Commission in 2019 imposed on an official the penalty of forced retirement, one the penalty of demotion to a lower position, two penalties and two other severe reprimands.

An important development in 2019, as demonstrated by the data given in the Annual Report, is the full implementation of the electronic application system. As a result, the registration, classification, organisation and, to a large extent, management of the 46,701 applications submitted during the year was done electronically, which would in other circumstances require a huge number of man-hours, waste of paper, great inconvenience to stakeholders and in some cases, as was the case in the past, problems and questions in relation to the time limit for the submission of applications.

It should be stressed, however, that simplifying procedures and speeding up the implementation of eGovernment in all the services of the State, with priority being given to those which provide service to the citizen, is essential for the effective functioning of the public service.
