No, He's Not Sherlock Holmes -- But . . .

An iconic novel became an icon film -- both masterpieces  

“I’m not Sherlock Holmes or Philo Vance.” So says Philip Marlowe in Raymond Chandler’s The Big Sleep, which I had the pleasure of re-reading recently.

Well, no s**t, Sherlock!

On the surface, Holmes and the two-fisted, wise-cracking Marlowe would seem to have little in common except the fact that they are both unofficial detectives and they both smoke pipes. In fact, Chandler disdained what he called the British school of mystery represented by Holmes.

But look beneath the surface:

·         Holmes is primarily an urban creature, one who actually finds the countryside full of horrors.
·         He’s a loner, often cutting even Watson out of the loop.
·         He’s unmarried.
·         He often operates outside the law – by committing burglary or letting the villain flee.
·         He bucks authority, even royalty.
·         He can’t be bought.

Those are all part of the description of the hard-boiled private eye of fiction.

In the famous closing paragraphs of his classic essay on “The Simple Art of Murder,” Chandler wrote:

“But down these mean streets a man must go who is not himself mean, who is neither tarnished nor afraid. He is the hero; he is everything. He must be a complete man and a common man and yet an unusual man. He must be, to use a rather weathered phrase, a man of honor—by instinct, by inevitability, without thought of it, and certainly without saying it. He must be the best man in his world and a good enough man for any world.”

Such a man was Sherlock Holmes.

LAWS REGULATING USE OF BICYCLES TO BE IN FORCE END OF OCTOBER

The Ministry of Transport said on Tuesday new legislation regulating the use of bicycles is on track to go into force at the end of October and all is being done to facilitate its implementation.
The ministry issued a statement in response to a newspaper report in Phileleftheros under the headline ‘Bicycle law has been shelved’ on Monday.
“In the process of examining the law on bicycle regulation before the transport committee of the House of Representatives it was revealed that various existing laws have similar provisions with a different content and different penalties,” the statement said.

To solve this problem the ministry has taken the necessary steps to amend existing laws.
According to the ministry, a bill amending the extrajudicial offences law has been prepared, which abolishes offences not in compliance with the new law. This was sent to the legal service to be reviewed on July 5.
Preliminary regulations amending the motor vehicles and traffic law have also been sent to the service, on July 3.
“The legislative review of the two laws is expected to be completed in the next few days in order to be submitted to the Council of Ministers for approval, and then submitted to the House of Representatives within the deadline,” the ministry said.
A campaign to promote the bicycle as a means of transport began on September 15 and is expected to last for one year.
The campaign includes the creation and promotion of radio and television spots, the distribution of printed material at a number of events, advertising on buses and the organisation of events.
For the campaign, the ministry has secured a sponsorship of €80,000 from Opap Cyprus and is providing €25,000 from its own funds.
The new law stipulates that bicycles are allowed on any street, bike path or cyclist lane but not on highways except in cases of organised cyclist events which require a permit.
Regulations also forbid cycling under the influence of alcohol or drugs and tests to check the level of alcohol will be carried out.
Cyclists found guilty of violating offences such as the above will be liable for a €1,500 fine or up to a six month prison sentence or both.

Drivers who do not respect the law and persons found to import or distribute bicycles which do not fulfil the necessary requirements may be subject to a €1,000 fine and up to six months in jail.

WHITE VAN WITHOUT A REAR NUMBER PLATE




There appears to be a white van driving around Kamares and Tala without a rear number plate.   If anyone sees the vehicle, please phone the Citizens Hotline on 1460, or Paphos Police on 26 806060 so you can explain exactly where the vehicle is at the time and the Police can get a squad car there if there is one available locally.


CYPRUS AT SERIOUS RISK OF MISSING RECYCLING TARGETS

Cyprus is at risk of failing to achieve the EU’s recycling targets for 2020, according to an EU Commission report released on Monday.
The EU sets directives for member states for how much of their waste should they recycle.
Cyprus is behind targets in five out of six categories of waste.
Apart from Cyprus, the member states identified as at risk of missing the target are Bulgaria, Croatia, Estonia, Finland, Greece, Hungary, Latvia, Malta, Poland, Portugal, Romania, Slovakia and Spain.

Municipal waste:

According to the report, municipal waste refers to waste from households and similar waste. Municipal waste represents only around 10 % of the total waste generated in the EU. In 2016, Europeans generated on average 480 kg of municipal waste per person, 46 % of which was recycled or composted.
Legal obligations on the management of municipal waste include a 50 % municipal waste preparing for re-use/recycling target to be achieved by 2020. Cyprus was identified as at risk of missing this target.
Other countries at risk were: Bulgaria, Croatia, Estonia, Finland, Greece, Hungary, Latvia, Malta, Poland, Portugal, Romania, Slovakia and Spain.

Construction and demolition waste:

Construction and demolition waste is the biggest waste stream in the EU by weight, accounting for over 800 million tonnes per year, i.e. around 32 % of the total waste generated.
The Waste Framework Directive sets a 2020 target of 70 % preparation for re-use, recycling and other material recovery for this waste stream.
Member States’ performances vary significantly, with over half reporting that they already met the 2020 target in the 2013-
2015 period, and some even achieving over 90% recovery. However, Cyprus, Greece, Slovakia, and Sweden are still below 60%.

Electrical and electronic equipment waste:

Around 10 million tonnes (0.4% of the total waste produced) of waste electrical and electronic equipment (WEEE) is estimated to have been generated in the EU in 2014 – a figure which is expected to climb to more than 12 million tonnes by 2020.
In 2015, 23 Member States met the minimum collection target of 4 kg of household WEEE per person, with Sweden and Denmark collecting as much as 12 kg while Cyprus, Latvia, Malta and Romania “missed the target by a considerable margin,” the report says.

Packaging waste:

In 2015, the total packaging waste generated in the EU amounted to around 85 million tonnes, which is around 3.4 % of the total waste generated.
The Packaging Directive sets specific targets for packaging waste to be met by the end of 2008 (with time extensions for some Member States – all ceased to apply in 2015): overall recovery and recycling targets (60 % and 55 %, respectively) alongside material-specific recycling targets (60 % for paper and cardboard, 60 % for glass, 50 % for metal, 22.5 % for plastic and 15 % for wood).
The report says that most Member States are meeting current overall recycling targets, although Hungary (since 2012) and Malta (since 2013) missed them by a considerable margin. Several Member States missed one or more material-specific targets, with Cyprus missing the target for wood and glass.

Landfilling:

Landfilling is the least preferable waste treatment option. The Landfill Directive obliged Member States to reduce landfilling of municipal biodegradable waste to a maximum of 75 % by 2006, 50 % by 2009 and 35 % by 2016, compared to a 1995 baseline.
According to the reported data, in 2015, half of Member States had already met the 35 % target for 2016. Croatia missed its 75 % target which was due in 2013. Cyprus, the Czech Republic, Greece, Latvia and Slovakia missed the 50 % target, also due in 2013.

The Commission said that it would undertake visits to the member states at risk of not meeting the 2020 municipal waste targets, “to discuss the opportunities and challenges with the national, regional and local authorities and the relevant stakeholders.”

Kuru Fasulye Nasıl Hazırlanır?

  • Kuru fasulye hazırlamaya ilk önce soğandan başlayın. Soğanı ince ince doğrayın. Bunu yaparken gözleriniz biraz yanabilir. 
  • Daha sonra biberleri de doğrayın ve ikisini de bir miktar yağ ile birlikte düdüklü tencereye koyun. 
  • Soğanlar pembeleşinceye kadar kavurun ve ardından salçayı ekleyin. Onlar kavrulmaya devam ederken fasulyenin suyunu süzün ve tencereye ekleyin. 
  • Sıcak suyu ve tuzu da tencereye ekledikten sonra artık kuru fasulyeyi kaynamaya alabilirsiniz. Sıcak suyun miktarı fasulyelerin üzerini bir miktar geçecek kadar olmalı. Soğuk su kullanmayın.
  • Kaynama işlemi yaklaşık 30 dakika sürmelidir ve bu işlem düdüklü tencere içerisinde yapılmalıdır. Bu süre kullandığınız ateşin miktarı ve fasulyenizin kalitesine göre farklılık gösterebilir. 
  • 30 dakikanın sonunda fasulyelerini kontrol edin. Eğer çok sert kalmışlarsa 10 dakika daha pişirebilirsiniz.

PUBLIC ENCOURAGED TO DOWNLOAD eTurtle APP

The Oceanographic Centre at the University of Cyprus (UCy) is encouraging the public in Cyprus to download a smartphone app aimed at collecting information on observations of sea turtles in the wild.
The eTurtle app is available on Google Play and is in English, Italian, Greek, Croatian, Slovenian and Maltese.
To browse login is not required, but to upload observations users have to log in either through Google or Facebook.
The app was developed by Croatian Natural History Museum and its partners in the LIFE Euroturtles project co-funded by the EU with the aim of bettering the conservation status of the Loggerhead and Green Turtle. It involves nine organisations from six Mediterranean countries.
“The ultimate purpose of the application is to help improve the management and protection measures for the two species of sea turtles, Loggerhead (Caretta caretta) and Green (Chelonia mydas), which spawn in Cyprus and the rest of the Mediterranean and are considered as protected by the European Union through the Habitats Directive,” UCy said.
The Oceanographic Centre at the university is the national coordinator in collaboration with the department of fisheries and marine research.
The two bodies in Cyprus secured funding in 2016, in cooperation with seven other partners, under the LIFE Nature & Biodiversity project.
“The eTurtle application for smartphones for use with the help of citizens and fishermen aims at collecting information on sea turtles in order to increase the knowledge of competent bodies on coastal marine areas,” UCy added.
According to www.euroturtles.eu, incidental capture in fishing gear is the main threat to sea turtles in Cyprus. Other threats in the project area include light and noise pollution in the nesting beaches, predation on nests, mainly from foxes, as well as increased boat traffic during tourist season in the foraging areas.

At a local level, UCy said a 24-hour helpline is in operation 96952929 for the rescue and care of injured and sick sea turtles and for reporting and removal of dead sea turtles.

SUNDAY ESCAPES - NEW THEMED EXCURSIONS FOR CYPRUS RESIDENTS LAUNCHED

The Cyprus Tourism Organisation (CTO) is offering an innovative new programme, the ‘Sunday Escapes’ which are one-day excursions around the island operating from September 2018 until June 2019.
“The tours are for Cypriots and people residing in Cyprus,” tourist officer Maria Socratous explained. “People have asked for it, and we wanted to offer something to introduce people to all aspects of Cyprus.”
Thus, each month will have a theme around which the programme of the excursions will revolve, starting with archaeology.
The first one will take place on September 30 and is a guided tour to Paphos, as its significant archaeological monuments date back to antiquity. Since there is only one Sunday left for this month, buses depart from all towns, Nicosia, Limassol, Larnaca and Ayia Napa in the morning and stop at Petra tou Romiou and the archaeological site of Kouklia. A meal at a local tavern and a tour of Geroskipou follow.
From then on, one bus will leave for the same destination from a different town on consecutive  weekends. In October, for example, the theme is gastronomic tourism, and Sotira, known for its kolokasi, was chosen as the destination.
Three months, November, April and May target rural tourism in different parts of the island, December is dedicated to religious tourism with visits to ten churches which are on the Unesco world heritage list, in January the buses will travel to Nicosia for cultural visits, in February the theme is walking in the mountains, in March wine and in June cycling on rental bikes is on offer.

Reservations can be made by calling 77-778050 or 22-713760 Monday to Friday from 9am until 1pm and 2pm until 5pm. The deadline for reservations is 11.00 am on Thursday for the coming Sunday. Places are limited. Each trip lasts around 8 to 10 hours. Prices vary according to the programme.

POLICE LAUNCH MOTORBIKE ROAD SAFETY CAMPAIGN

Police launched a Cyprus-wide road safety campaign targeting motorcyclists on Monday which will last until Sunday.
The week-long campaign is the second one this year prompted by the high number of fatalities that are associated with motorcycles, particularly in the years 2015-2017. Police will be checking for valid licences, whether the bikers are wearing a helmet as well as insurance. Part of the campaign will be aimed at school students.
Police statistics show that between the period of 2015-2017, nearly one in two of bikers who died in road accidents was not wearing a helmet.  
The European Transport Safety Council said that Cyprus had the highest increase in road deaths among 23 EU member states for 2017.
In June, the assistant director of the traffic department Charis Evripidou told media that in the past, fatalities among bikers represented around 30 per cent of the total while in 2018, the percentage has climbed to 45 per cent.

With regards to other road fatalities, Evripidou noted that part of the reason why the number was high was because of the use of mobile phones and failure to wear seat belts.
