1) Can we install extra cameras on the crossroads?  

The installation of cameras on public roads and areas is prohibited by law. They are allowed to be installed for security purposes in private areas and only record areas in the private area where they will have a sign posted on the spot that this area has a closed surveillance circuit installed. Police consider placing cameras at central road crossings in all Municipalities to prevent and combat traffic and other offenses.

2) What else can people do if GPS signal is interrupted by thieves and alarm system does not notify owner or Security Company?  

In addition, you may have a guard dog, inform a person or a neighbor of being absent from home. Also, you have to check the alarm system on a regular basis to ensure it is operational and properly maintained by the installation company.

3) Do the Police have any trained dogs for searching for drugs?

Yes, there are trained dogs for that particular purpose, where they are used in targeted searches, but also in Airports, Harbours, at borders and Post Offices.


4) Does the police have a common platform to share all the case details? If the suspects did crime in different places/cities, with such common platform the policemen can identify some common evidence and will help policemen catch the suspects?

There is a common software which is used by the police officers to register all the cases that are under investigation.        

5) What are effective deterrents: Alarm signs or security-company signs?         Cameras?  Internal lights on timers? External lights: motion-sensitive or heat-sensitive, timed? Do motion-sensitive or heat-sensitive lights often come on when they shouldn’t? Noise, i.e. leaving a radio/TV switched on?   Keeping blinds/curtains drawn at night? When away? Neighborhood Watch signs on the building?

All the above are very good measures, but above all remember that burglars prefer easy targets. Make your home a difficult target to reduce your chances of being the next victim. The following precautionary measures or a combination thereof may be taken:

- Always lock the doors and windows when you are away from home, even for a short time.
- Close the shutters and curtains so that burglars cannot see what is inside the house.
- Never open the door without making sure that you know the visitor. Check out who's there  from the "eye" or via the door phone or the door intercom.
- Insert a safety chain onto the door.
- Do not give any keys to cleaners or other strangers.
- Do not leave a second key under pots or mats.
- Do not leave the key in the door lock, neither externally nor internally.
- Do not leave keys of your home in your car when you take it for washing, repairing or servicing.
- For extra security, install external locks, locks that provide a high level of security or a solid door with a high
 security lock. Security systems can be installed in the windows.
- Ensure that the outer perimeter of your house has good lighting. For economy put motion sensors.
- Install an alarm system.
- Install a timer for lighting. If it is not possible, in your absence leave some lights on.
- Do not notify anyone, whether on social media, locally or professionally, with information about assets that you 
have in your home, or that you will be absent for some time.  There is always the possibility  that the information
may reach a burglar.
- Do not leave large amounts of money at home.
- Gold and other valuable items - it is preferable to store them in safes or boxes according to their value. 
Also be photographed for recognition if needed.
- If you live in an apartment building, make sure that the main entrance of the building is closed and that unknown people cannot enter.
- A good enclosure, offers more security to your home.
- Try to get to know your neighbors and cultivate with them a relationship of trust and mutual support.
- When you are absent, forward the incoming calls of your home phone either on your mobile phone or 
on the phone of a relative, trusting friend.
- Avoid giving any signs that you are away, eg. a message to the answering machine, posting on social media, 
stacked mail in the mailbox.
- For any suspicious presence or movement, inform the police immediately. You may prevent the commission of a crime.

6) How to Deal with an intruder:  Should one try to be quiet and hope not to be found before help arrives (assuming an alarm system), or make a noise and hope they go away?

If you notice the presence of an intruder, call the police and wait from a safe distance.  Don’t try to capture, arrest or pursue him it’s police job to do that, because it’s difficult and dangerous.  If you cannot avoid him and have to confront him, try to talk to him in a calm way until he leaves or help arrives and call the police.

7) What is legitimate force in defending oneself or property? What is effective? Shining a strong flashlight into intruder’s eyes? What are the limits of self-defense in accordance with Cyprus laws? Is there any translation of the relevant laws into English?

With any act of violence against the burglar, you commit the offense of the attack unless the attack was done for self-defense (emergency) and is a defense before the court. In particular, defense and the use of force to avoid the attack is under certain conditions legitimate, but it should aim to repel an attack. The psychological situation of the individual who advocates self-defense should also be taken into account in the sense that self-defense was necessary if, in the circumstances, the individual believed that he needed to protect himself or his property. - Article 242, Chapter 154 (Penal Code of the Republic of Cyprus).
 
Emergency: - Article 17, Chapter 154 (Penal Code of the Republic of Cyprus).
An act or omission which would otherwise be an offense may not be imputed to the burden 
of what he did if he pion was done only to prevent consequences which could not be 
avoided otherwise and would not be avoided would cause irreversible and irreparable harm to 
the same or to other persoroves that the following coexisted:
 
(a) That the act or omissions it was obliged to protect.
 
(b) that the act done did not exceed what was reasonably necessary;
 
(c) That the harm done was not disproportionate (greater) than what was prevented

8) Is barbed wire or razor wire acceptable?

A stable and high-level safety fencing is effective, whether from iron rails or built. But it should be done in accordance with the town planning specifications of your Municipality / Community Council.  

9) What kind of self-defense equipment is it allowed in Cyprus to keep at home and use in case of attack? (e.g. pepper spray, stun gun/tasers, anything else? What size of knife?)

It is forbidden to possess any aggressive instrument or weapon for self-defense purposes

10) What kind of arms are the licensed security guards allowed to carry on duty in Cyprus?

They are only allowed to own a bat.

11) Does the Police not invest in sending people off to other countries, such as Sweden and Norway that have had success in fighting Crime?

Several members of Cyprus Police have been trained or participated in several police courses held in various European countries, UK and USA. (eg.FBI)


12) Do you keep statistics for Hotels and tourists targeted?


No

13) Gas was used to put asleep one Tala family and their 2 dogs.  Was it only one case, and are we allowed to put any gas detectors to prevent this?

TALA DPROBOTS TEAM AWARDED CERTIFICATES BY TALA COUNCIL




Today, 27 September, the awards were presented to the children who competed in the dpRobots competition.

The coaches, Daniel Christou and Petros Eftychiou, thanked Tala Council and the President for their support.

The team is already preparing for the World Robotics contest to be held in Tallinn, Estonia on 30 November 2018!  We all wish them well in their endeavours.

European Commission Notices on the legal and practical implications of the withdrawal of the United Kingdom from the European Union


The European Commission issues Notices on the legal and practical implications of the withdrawal of the United Kingdom from the European Union. These Notices aim at preparing citizens and stakeholders for the withdrawal of the United Kingdom and set out the consequences in a range of policy areas.

Implementing the agreement on the Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community: RESIDENCE RIGHTS AND RESIDENCE DOCUMENTS IN THE REPUBLIC OF CYPRUS

The paper at the bottom of this page, sets out how Cyprus intends to practically implement the provisions of the Withdrawal Agreement concerning residence rights of United Kingdom (UK) nationals and their family members, including family members who are third country nationals, in view of the UK leaving the European Union (EU).

In line with the draft Withdrawal Agreement published in March, its implementation will mean that:
  • UK nationals and their family members who, by 31 December 2020, have been continuously resident in Cyprus for five years will be eligible for permanent residence.
  • UK nationals and their family members who already reside in Cyprus or arrive by 31 December 2020, but will not yet have been continuously resident in Cyprus for five years, will be eligible for residence, enabling them to stay until they have reached the five-year threshold, allowing them to apply for permanent residence.
  • UK nationals and their family members who are covered by the Withdrawal Agreement, will be able to continue their lives in Cyprus, with the same access to work, study, benefits and public services that they enjoy now, subject to the specific provisions provided for in Withdrawal Agreement.

Key issues:

Withdrawal Agreement: The EU has reached an agreement with the UK on citizens’ rights, ahead of the UK leaving the EU on 29 March 2019. This Agreement will become legally binding once it is set into force.

Who it covers: The Withdrawal Agreement will protect those UK nationals and their family members who have already exercised or will exercise their free movement rights in Cyprus before 1 January 2021 (before the end of the transition period).

Transition period: It is the period immediately after the UK leaves the EU, which starts on 30 March 2019 and lasts until 31 December 2020. During this period free movement of UK nationals and their family members will continue.


How it works for UK nationals:

a. UK nationals and their family member who have already exercised or will exercise free movement in Cyprus before 1 January 2021 but, until 31 December 2020 will not have completed continuous residence of five years, will be eligible for residence.

b. Those who will have completed five years of continuous residence in Cyprus before 31 December 2020 will be eligible to acquire permanent residence.

c. Those who will not have completed five years of continuous residence in Cyprus, will be able to remain in Cyprus to build-up five years continuous residence. Commencement of this five-year period for both cases starts at the moment of exercising free movement rights, which may be at any time before and during the transition period.

d. UK citizens who want to come to Cyprus after the 31 December 2020 (end of the transition period), will need to meet Cyprus immigration rules.

How it works for UK nationals’ family members:

a. Existing family members of UK nationals covered by the Withdrawal Agreement, who are living in a country other than Cyprus on 31 December 2020 (end of the transition period), will be able to reunite in Cyprus with the UK national as a family member at any time in the future. They will then be eligible to qualify for permanent residence after completing five years of continuous residence.

b. Children born or adopted after the transition period by a UK national or their spouse/ partner in a civil union covered by the Withdrawal Agreement will enjoy the same rights as pre-existing family members. Future spouses and partners of UK citizens who want to come to Cyprus after the 31 December 2020 (end of the transition period), will need to meet Cyprus immigration rules.

Resident documents:

Holders of current resident documents (MEU1, MEU2, MEU3) will be able to continue to use them as means of proof for residence rights in Cyprus. Applications received up until the end of the transition period will be examined on the basis of the current free movement rules, and, if approved, will result to the issuance of the current residence documents. After the end of the transition period, holders of residence documents and eligible persons arriving in Cyprus will have the right, upon application, to receive a new type of residence document, which will include a statement that it has been issued in accordance with the Withdrawal Agreement.

Çünkü göldeki çekilme eski haline dönmeyecek şekilde kritik seviyeyi aştı. Artık Burdur Gölü’nü eski haline getiremeyiz” dedi.

Tuz Oranı Düzeltilebilir Seviyenin Üzerinde

Su oranındaki azalışın durdurulamayacağını vurgulayan Prof. Dr. Gülle, “Şu anda tek yapabileceğimiz su miktarındaki azalışı en alt noktaya çekebilmek. Bunu yapsak bile önümüzdeki 10 yılda eski Burdur Gölü olmayacak. 1980’den bu yana tuzluluk oranı yüzde 40 arttı. Önümüzdeki 10 yılda bu orana yüzde 30 daha eklenecek ve tuzluluk oranı deniz suyunu geçecek. Kuş türleri azalacak, popülasyon etkilenecek, ekolojik zenginlik yok olacak” dedi.

Biz bu öngörüleri bilimle yapıyoruz. Çünkü bu tespitlerin dünyada örnekleri var. Burdur Gölü’nün suyunun azalmasında yüzde 10 doğal, yüzde 90 aşırı su kullanımı etkili. İşin dramatik tarafı su oranı azaldıkça biz daha çok su kullanımına yöneliyoruz. Bu durum yer altı sularını da yok ediyor. Uyarıyorum; uzun vadede susuzluk sorunu çok ciddi boyutlara ulaşacak. Bakanlıklar her şeyin farkında. Ancak çözüm artık çok zor. Çünkü sosyal tepkileri göze alıp bol suya alışan vatandaşın suyunu kesemiyorsunuz. Bakanlıkların da yapacağı bir şey kalmadı. Kaçınılmaz sona doğru sürükleniyoruz.”

Süreç Sadece Yavşlatılabilir Ancak Durdurulamaz

Çevre tehlikesinin boyutlarına dikkat çeken Burdur Belediye Başkanı Ali Orkun Ercengiz şöyle dedi: “Bir çevreci olarak yalvarıyorum: Lütfen sesimizi artık duyun. Gölümüzdeki çekilme inanılmaz boyutlara ulaştı. Burada açık bir doğa faciası yaşanıyor. Belki gölümüzü eski haline getiremeyiz ama süreci yavaşlatmanın bir yolunu bulabiliriz. İlgili bakanlıklar lütfen harekete geçsin. Biz de belediye olarak elimizden gelen tüm gayreti ortaya koyarız.”

PAPHOS MAYOR UNDER FIRE FOR DOCKING WAGES OF 'LAZY' WORKERS

Municipal worker unions filed a complaint to the labour department on Wednesday against Paphos mayor Phedonas Phedonos for arbitrarily docking workers’ wages for allegedly sitting around during work hours.
In a letter to the Paphos municipality, unions Sek, Peo and Deok claim that the Paphos mayor gave written instructions on July 2 to the municipal secretary and accounting department to deduct hours from the wages of workers at the parks department and those responsible for recording water supply levels.
Phedonos justified the deductions saying that the workers had been sitting around during work hours and displayed a lazy work ethic.
According to Peo secretary Dimitris Epiphaniou, the Paphos mayor’s actions have affected 15 municipal workers.

Epiphaniou clarified that based on the municipality’s collective labour agreement for hourly government workers, and specifically article 20 which deals with disciplinary proceedings, such proceedings are not yet regulated by the municipality, and therefore the provisions stated in the termination of employment law apply, rendering Phedonos’ actions a breach of this agreement.

RYANAIR SAYS IT MAY TRIM EXPANSION PLANS DUE TO STRIKES

Ryanair will consider cutting its growth plans for this winter and next summer if staff strikes continue, a senior executive said on Tuesday after announcing that 30,000 passengers will be grounded by a cabin crew strike on Friday.
The Irish airline, Europe’s largest low-cost carrier, said in July it planned annual passenger growth of 7 percent to 139 million in the year to March 2019 and another 9 percent growth to 152 million in the year to March 2020.
But it has said that a string of strikes by pilots and cabin crew since it recognised trade unions for the first time last December has damaged bookings just as strong increases in oil prices threaten to push up costs.
“These repeated unnecessary strikes are damaging Ryanair’s business and our customer confidence at a time when oil prices are rising strongly,” Chief Marketing Officer Kenny Jacobs said in a statement.
“If they continue, it is inevitable that we will have to look again at our capacity growth this winter and in summer 2019.”
Jacobs said that 30,000 people would be grounded on Friday by cabin crew strikes in Spain, Belgium, Holland, Portugal, Italy and Germany, which had forced it to cancel 190 of 2,400 flights.
All affected customers have been given three day’s notice of the cancellations, it said.
Ryanair said it had made significant progress in recent weeks with union negotiations and said it had offered talks to staff from the five countries offering them improved conditions.
“We hope these unions will see common sense and work with us to finalise agreements for the benefit of our pilots and cabin crew over the coming weeks without further disrupting our customers or our flights,” Jacobs said.
In September 2017 Ryanair cut its planned capacity for the summer of 2018 after a shortage of standby pilots led to the cancellation of thousands of flights.
But at the time it said its ambitious long-term growth plan to fly 200 million passengers per year by 2024 remained intact.

Its statement on Tuesday did not specify how much capacity it might cut.

The Following has been received from the Cyprus Postal Service.

The Department of Postal Services informs the public that as of October 15, 2018 the Pafos City Centre Post Office will offer services to customers at its newly renovated premises, at 2 Themidos Street, 8046 Pafos. The new premises are a distance of 100 metres from the current post office. 
All P.O.Boxes will be transferred to new Pafos City Center Post Office and will maintain their current number and postal code. 
The owners of the P.O. Boxes with numbers 60001 – 60100 will be given new keys, which can be collected from the new post office as of 15th October 2018.
The owners of P.O. Boxes with numbers 60101 – 60800 will continue to use their current keys.
