IF YOU HAVE A DOG, WALK ALONE, YOU DO NOT NEED A MASK

Almost three weeks after the decision to use a mask outdoors, alarm continues to prevail among the relevant services as to the interpretation of the decree. A typical example is that under the instructions the citizen can walk without a mask when walking his dog, but he is obliged to wear it if he makes the same route on his own.

As the police spokesman, Christos Andreou, explains in "F", one violates the protection measures for the pandemic if he walks without a mask outdoors (road, lane, etc.) where he may meet another person. Instead, the head of the Health Services of the Ministry of Health, Herodotus Herodotus, explains that someone walking alone can remove the mask, which he can reposition if another person approaches or stops for social interaction. The spirit of the measure does not oblige any citizen who walks alone to wear a mask." However, he explained, if during the walk the citizen finds the existence of another person/persons he should wear the mask, which he is entitled to take down, after walking away and being left alone again. "For example, in your neighborhood where you're going to take the dog out or the morning you go out to walk, you don't have to put on a mask."

 

198 NEW CASES TUESDAY

The Ministry of Health informs that, according to an update received today by the Epidemiological Surveillance Unit from contracting laboratories, a total of 4,143 laboratory diagnoses identified 198 new cases of COVID-19 disease.

In detail, today's cases emerged as follows:

  • Of 642 samples taken through the process of tracing contacts of already confirmed cases, 78 cases were detected.
  • Of 2,399 samples taken through a private initiative, 87 cases were detected.
  • Of 220 samples taken from the Microbiological Laboratories of the General Hospitals, 14 cases were detected.
  • Of 538 samples taken as part of a passenger and repatriated check, 7 cases were identified.
  • Of 256 samples taken as part of the referral programme by Personal Physicians and special teams control through the Public Health Clinics, 12 cases were identified.

As the Ministry of Health notes, the 191 positive cases are domestic infections, resulting from a total of 3605 laboratory tests. It is also noted that the 26 samples taken as a precaution for the laboratory testing of the workers of the 2nd Slaughterhouse are negative.

At the same time, from 201 samples taken from contacts of CYPRA Slaughterhouse cases (including contacts from the family and friendly environment, as well as some from the community where it is located), 22 positive cases were identified.

The Ministry for the Elderly is sounding the alarm

Compared to the three deaths announced today, unfortunately they confirm the estimates that the situation, as the days progress and the number of cases remains high, will become more and more difficult.

It should be noted that the average age of people who have lost their lives so far is 74 years old and, as shown in the data sent to you this afternoon, of the 38 deaths, 26 concerned people aged 70 to 94.

This, in itself, is sounding the alarm to everyone. The majority of older people are not people with strong social activity. Therefore, the most likely way to infect them is to contact people in their close family or friendly environment.

That is why it is very important to always keep in mind that proper and unhindered observance of all protection measures by all others not only protects ourselves but mainly protects people who have no other way of protecting themselves, such as the elderly.

In addition, the laboratory testing of samples from the following programs was completed, without the detection of cases:

  • From samples taken as part of the student, teacher and school staff control programme, 64 laboratory tests were completed, and
  • From samples taken as part of a random check carried out by the COP in Associations participating in its competitions, 24 laboratory tests were completed.

Therefore, and on the basis of the data so far, the total number of cases amounts to 6,296.

In addition, 59 people tested positive for the SARS-CoV-2 virus at Famagusta General Hospital, four of whom are in the Increased Care Unit. In addition, a total of seven patients are hospitalized in the Intensive Care Unit of the Nicosia General Hospital, one of whom is off the ventilator. Another ten people are being treated in a COVID-19 ward at nicosia General Hospital.

EHIC APPLICATION OPEN TO S1 HOLDERS

Those in scope of the Withdrawal Agreement who maintain their EHIC rights will be invited to apply for a new EHIC via an online portal opening 10 November 2020. Access to the portal will be staggered and begin with S1 holders.

From 1 January 2021, the current UK European Health Insurance Cards (EHICs) may no longer be valid. Visitors and other groups travelling to the EU are already being advised to check their situation and make changes to their travel insurance cover.

A new EHIC has been developed for those eligible under the Withdrawal Agreement to protect the existing healthcare rights of people living, working and studying in the EU prior to the end of the transition period.

These groups are protected under the Withdrawal Agreement, and their new Citizens’ Rights Agreement (CRA) EHICs will be valid for as long as they are covered under the Agreement.

Those people currently holding an S1 form will need to ensure they have registered their S1 locally and then apply for the new EHIC via the online portal.

From 1 January 2021, those covered by the WA who are registered correctly will retain their rights to reciprocal healthcare, including medically necessary state healthcare falling under EHIC.

Groups include:

    • UK state pensioners living in the EEA or Switzerland at the end of Transition Period (TP)
    • UK students studying in the EEA or Switzerland at the end of TP

Healthcare for UK nationals visiting the EU

How to get state healthcare when you’re on holiday or travelling to a country in the EU, Iceland, Liechtenstein, Norway or Switzerland.

This information is about visiting the EU. There’s different guidance for healthcare if you’re:

At the moment, when you travel to an EU country you should have both:

  • a European Health Insurance Card (EHIC)
  • travel insurance with healthcare cover

An EHIC is not a replacement for travel insurance. Make sure you have both before you travel.

Each healthcare system is different, and in some countries you’ll need to pay to have treatment.

Visiting the EU from 1 January 2021

For most UK nationals, EHICs may not be valid from 1 January 2021.

Make sure you take out travel insurance with medical cover for your trip.

You may not have access to free emergency medical treatment and could be charged for your healthcare if you do not get health cover with your travel insurance.

Visits to the EU that start in 2020 and end in 2021

If you’re visiting an EU country over the Christmas and New Year period, your UK EHIC entitlements will continue until you leave that country to either:

  • return to the UK
  • visit another EU country

Examples

You go to Italy for Christmas and New Year, returning to the UK on 6 January 2021. You can use your UK EHIC until you leave Italy.

You have a second home in France. You leave the UK on 19 December 2020, returning from France on 1 March 2021. While you’re in France, you take a day trip to Switzerland on 4 February 2021. You can use your EHIC in France only until 4 February 2021.

Using an EHIC from 1 January 2021

Some people can get a new UK-issued EHIC which will remain valid for visits that begin from 1 January 2021.

You’ll be able to apply if you’re:

  • receiving a UK State Pension or some other ‘exportable benefits’ and living in the EU before the end of 2020
  • a ‘frontier worker’ (someone who works in one state and lives in another) before the end of 2020, for as long as you continue to be a frontier worker in the host state
  • an EU national living in the UK before the end of 2020
  • a dependant of one of the above

If you have a registered S1, E121, E106 or E109 form you can apply now for your new UK EHIC on the NHS website.

Please ensure your S1 has been registered with the Cypriot authorities before applying for your EHIC.

UK students using an EHIC

If you’re in an EU country on 31 December 2020 because you’re studying there, you need to apply for a new EHIC.

This entitles you to medically necessary state healthcare until the end of your course.

From 1 January 2021, your UK EHIC will only be valid in the country you’re studying in. Make sure you have travel insurance with healthcare cover for the duration of your course.

European Health Insurance Cards (EHIC)

An EHIC covers state healthcare, not private treatment.

With an EHIC you can get emergency or necessary medical care for the same cost as a resident in the country you’re visiting. This means that you can get healthcare at a reduced cost or for free.

Find out what an EHIC covers in each country. You can select the country you are planning to visit from the drop-down list.

An EHIC is not a replacement for travel insurance – it does not cover everything, such as mountain rescue or being flown back to the UK (medical repatriation). Make sure you have both before you travel.

You’ll need to pay in full for treatment if you do not have an EHIC.

The following European countries do not accept the EHIC:

  • the Channel Islands, including Guernsey, Alderney and Sark
  • the Isle of Man
  • Monaco
  • San Marino
  • the Vatican

How to apply

Apply for an EHIC for free on the NHS website.   Note applications are in stages and only S1 holders [who have registered with Cypriot authorities] can apply at this stage.

Replacing a lost or stolen EHIC

You’ll need to apply for a Provisional Replacement Certificate (PRC) if your EHIC is lost or stolen abroad.

Travelling with a health condition

Buy travel insurance with healthcare cover for your condition. You can use an EHIC for emergency treatment.

Read the Money and Pensions Advice Service guidance for buying travel insurance for people with pre-existing medical conditions.

If you need to have treatment while you’re abroad, you may need to pre-arrange it. For example, if you need dialysis or oxygen treatment. Speak to your doctor in the UK for advice before you travel.

Getting prescriptions

You can use a UK prescription in pharmacies in EU countries.

Bringing medicine with you

You need a letter to prove your medicine is prescribed to you if it contains a ‘controlled drug’. You may need to show this at the border when you’re entering or leaving the UK.

You may also need a licence for controlled drugs if:

  • your trip is longer than 3 months
  • you’re travelling with more than 3 months’ supply

Travelling to have planned treatment

You cannot use an EHIC for planned treatment. For example, if you’re going abroad to give birth.

Written statement by the Government Spokesman Mr. Kyriakos Koushos about the telephone communication between the President of the Republic and the UN Secretary-General's Special Envoy on the Cyprus Problem

 The President of the Republic Mr. Nicos Anastasiades had, in the afternoon, today, a telephone communication with the Special Envoy of the UN Secretary-General for the Cyprus Problem Mrs. Jane Holl Lute, who informed the President that she intends to visit Cyprus toward the end of November, in the framework of her preliminary contacts in view of the intention of the Secretary-General of the UN Mr. Antόnio Guterres to convene an informal five-party Conference.

The President of the Republic asked Mrs. Lute to convey to the UN Secretary-General his thanks for the UN SG’s readiness to provide his good offices for the continuation of the talks for the solution of the Cyprus problem.

He also asked Mrs. Lute to convey to the UN Secretary-General that unilateral actions like the ones that Turkey is undertaking in the Exclusive Economic Zone of Cyprus and in the fenced city of Famagusta do not contribute to the creation of a good climate for a productive negotiation for the solution of the Cyprus problem.

On her part, Mrs. Lute assured the President of the Republic that she will convey his concerns to the UN Secretary-General.

EU SNUBS RUSSIA-BACKED EVENT ON RETURNING REFUGEES TO SYRIA

BRUSSELS (AP) — The European Union said Tuesday that it will not take part in an international conference this week on the return of refugees to Syria, insisting that the first priority should be to make it safe for people to go back to the conflict-ravaged country.

The two-day conference, organized by Russia and set to begin on Wednesday, has been criticized by United Nations and U.S. officials. Russian President Vladimir Putin said Monday that large parts of Syria are relatively peaceful and it’s time for the millions of Syrians who fled to go home and help rebuild.

But EU foreign policy chief Josep Borrell said the conference is premature.

“The EU and its member states will not attend this conference,” Borrell said in a statement. He said the 27-nation bloc believes “that the priority at present is real action to create conditions for safe, voluntary, dignified and sustainable return of refugees and internally displaced persons to their areas of origin.”

Syria’s nine-year war has killed about a half-million people, wounded more than a million and forced about 5.6 million to flee abroad as refugees, mostly to neighbouring countries. Another 6 million of Syria’s pre-war population of 23 million are internally displaced.

A U.N-facilitated political process has been stuck for months, and many Western countries blame Damascus for blocking progress. Many Syrians and Western countries see current conditions in Syria as not ripe for the mass return of refugees.

Borrell agreed, saying that no one should be forced to go back. “Conditions inside Syria at present do not lend themselves to the promotion of large-scale voluntary return, in conditions of safety and dignity in line with international law.”

He said many obstacles still hinder any safe returns, “in particular forced conscription, indiscriminate detention, forced disappearances, torture, physical and sexual violence, discrimination in access to housing, land and property as well as poor or inexistent basic services.”

On Monday, Syrian Assistant Foreign and Expatriates Minister, Ayman Sousan, said an invitation to the conference was sent to all the countries except Turkey.

“It is not possible to hope for anything positive from (Turkish President Recep Tayyip) Erdogan’s regime, the first supporter of terrorist organizations in Syria.,” he said.

Sousan said some countries have been under pressure to discourage them from participating in the conference. He didn’t elaborate.

More than 3.5 million Syrian refugees have fled to Turkey since the start of the conflict.

Sousan said China, Russia, Iran, Lebanon, UAE, Pakistan and the Sultanate of Oman were among the states that agreed to take part in the conference, while the U.N. will participate as an observer.

TRUMP TWEETS 'WE WILL WIN' DESPITE NO LEGAL VICTORIES OR EVIDENCE IN FRAUD BATTLE

President Donald Trump is continuing to lie about the results of the 2020 US elections, writing a series of tweets on Tuesday that claimed “big progress” was being made in his legal battles against the electoral process — despite not having a single victory in the courts or providing any credible evidence to back his false claims.

The president posted multiple all-caps tweets on Tuesday, writing to his nearly 90 million online followers: “WE ARE MAKING BIG PROGRESS. RESULTS START TO COME IN NEXT WEEK. MAKE AMERICA GREAT AGAIN!”

In a follow-up tweet, he added: “WE WILL WIN!”

To be clear, officials projections have already indicated President-elect Joe Biden secured more than the 270 electoral votes required to win the White House, while Mr Trump only earned 214. He does not have the votes for re-election, and has made false claims about the election long before the results were ever announced, saying he could only lose if there was mass voter fraud. 

Of the many legal challenges to the election the president has filed in recent days, experts said they have yet to see any meaningful cases that could upend the results.

Mr Trump’s lawsuits were thrown out in Michigan, Georgia, Nevada and Pennsylvania, as judges said they were not credible and otherwise frivolous. The president’s re-election campaign has meanwhile continued seeking donations from supporters while demanding recounts in key states Mr Biden managed to flip from red to blue.

Judges also have dismissed the president’s requests to stop counting the vote in states like Pennsylvania, where his campaign wanted ballots to stop being counted in the Democratic-stronghold region of Philadelphia.

Mr Trump has also demanded mail-in ballots were not counted in states across the country, after having made false claims about voting by mail for months leading up to Election Day.

The president has frequently falsely claimed mail-in voting was plagued by fraud despite a vast pool of research and evidence showing the voting option to be safe from cheating. In fact, evidence has actually shown mail-in voting to be an incredible efficient and effective way to accurately and fairly conduct the voting process, with research even showing that voting by mail does not skew towards one party: both Democrat and Republican voters cast ballots by mail in red and blue states nationwide.

However, the president’s repetitive attacks on mail-in voting appeared to cause a decline in Republicans using the alternative voting option, as experts said Mr Trump may have actually depressed his own turnout by urging them not to vote by mail in the midst of a global pandemic.

PRESIDENT PLEDGES TO PUNISH THOSE INVOLVED IN CORRUPTION

President Nicos Anastasiades on Tuesday expressed his political will and determination, as well as that of the government, to take further measures to punish those involved in corruption, and to strengthen transparency, accountability and the rule of law.

Speaking during the swearing in ceremony of the new President of the Supreme Court Persephone Panagi, who is the first female to be appointed to this position, he stressed the commitment to the fight against corruption.

He said that to effectively manage the phenomenon, in addition to the bills adopted or those submitted to parliament, the government is focusing its efforts on additional actions which hopefully will be announced next week.

The president also expressed the government’s determination to radically modernise the justice system, referring to what has been achieved since 2013 including the modernisation of the structures and the operation of the courts, the digitalisation of courts and the promotion of e-Justice.

He said the new Supreme Court president’s appointment was based on her academic studies and her excellent legal and scientific ability, her experience and the integrity of her character.

Anastasiades also thanked the former President of the Supreme Stelios Nathaniel for his service and his contribution to the modernisation of the justice system in Cyprus.

Panagi said that the priority of the Supreme Court, especially at this time, is the reform of the judicial system, to modernise it and step up efforts for the delivery of justice.

She said that the implementation of the reform projects, necessary for the effective response of our courts to their mission, can be achieved only with the help and cooperation of the other two state powers, the executive and the legislative.

Panagi was born and grew up in London. On graduating from university she moved to Cyprus where she practised law as an advocate for 10 years. She was appointed a District Court Judge in September 1988 and a Senior District Judge in December 1996. In 2000 she was appointed President of the District Court and has also served as Administrative President of the District Court of Larnaca-Famagusta and President of the Assize Court.

In August 2012 she was appointed to the Supreme Court.


PAPHOS BAD WEATHER - TWO FIRES FROM LIGHTNING, POWER OUTAGES IN VARIOUS AREAS

Two fires broke out today in the Paphos State Forest from a lightning strike.

According to the announcement of the Department of Forests, the first fire occurred around 14:25 at the location "Choreri", in the heart of the Paphos State Forest. Thanks to the timely intervention of a 10-member team of hikers, the fire came under full control around 4 p.m., before spreading.

The second fire occurred around 14:30 at the "Sounupi" site, within the Paphos State Forest. The intervention of the fire fighting forces was immediate, resulting in the fire being brought under control at 14:50, before it spread.

Four (4) people from the Department of Forestry were involved in extinguishing it with a fire truck.

13 areas without power

Power outage from noon onwards prevails in a total of 13 areas of Paphos province, as heavy rainfall and lightning fall.

In the evening the weather will be partly cloudy and it is not excluded that local light rains will fall. Winds will blow northwest to northeast and locally southeast, patients 3 beaufort. The sea will be calm but become a little agitated. The temperature will drop to 12 degrees inland, around 16 degrees on the coast and 8 degrees in the higher mountains.

Tomorrow the weather will initially be partly cloudy but will gradually become mostly cloudy and local rains and isolated storms are expected. In a storm area, hail is likely to fall. Winds will initially blow variable, 3 beauforts to later become mainly southeast to southwest, up to moderate 3 to 4 beauforts. The sea's going to be a little rough. The temperature will rise to around 25 degrees inland and on the coast and to 15 degrees in the higher mountains.

Tomorrow night the weather will be partly cloudy and it is not excluded that local light rains will fall. Winds will blow northwest to northeast and to the north coast southeast, patients 3 beaufort. The sea will be calm until a little agitated. On Thursday the weather will be partly cloudy and isolated rains and isolated storms are expected from time to time.

You have a second home in France. You leave the UK on 19 December 2020, returning from France on 1 March 2021. While you’re in France, you take a day trip to Switzerland on 4 February 2021. You can use your EHIC in France only until 4 February 2021.

Using an EHIC from 1 January 2021

Some people can get a new UK-issued EHIC which will remain valid for visits that begin from 1 January 2021.

You’ll be able to apply if you’re:

  • receiving a UK State Pension or some other ‘exportable benefits’ and living in the EU before the end of 2020
  • a ‘frontier worker’ (someone who works in one state and lives in another) before the end of 2020, for as long as you continue to be a frontier worker in the host state
  • an EU national living in the UK before the end of 2020
  • a dependant of one of the above

If you have a registered S1, E121, E106 or E109 form you can apply now for your new UK EHIC on the NHS website.

Please ensure your S1 has been registered with the Cypriot authorities before applying for your EHIC.

UK students using an EHIC

If you’re in an EU country on 31 December 2020 because you’re studying there, you need to apply for a new EHIC.

This entitles you to medically necessary state healthcare until the end of your course.

From 1 January 2021, your UK EHIC will only be valid in the country you’re studying in. Make sure you have travel insurance with healthcare cover for the duration of your course.

European Health Insurance Cards (EHIC)

An EHIC covers state healthcare, not private treatment.

With an EHIC you can get emergency or necessary medical care for the same cost as a resident in the country you’re visiting. This means that you can get healthcare at a reduced cost or for free.

An EHIC is not a replacement for travel insurance – it does not cover everything, such as mountain rescue or being flown back to the UK (medical repatriation). Make sure you have both before you travel.

You’ll need to pay in full for treatment if you do not have an EHIC.

The following European countries do not accept the EHIC:

  • the Channel Islands, including Guernsey, Alderney and Sark
  • the Isle of Man
  • Monaco
  • San Marino
  • the Vatican

Apply for an EHIC for free on the NHS website.   Note applications are in stages and only S1 holders [who have registered with Cypriot authorities] can apply at this stage.

Replacing a lost or stolen EHIC

You’ll need to apply for a Provisional Replacement Certificate (PRC) if your EHIC is lost or stolen abroad.

Call the Overseas Healthcare Services. This is part of the NHS Business Services Authority (BSA).

Travelling with a health condition

Buy travel insurance with healthcare cover for your condition. You can use an EHIC for emergency treatment.

If you need to have treatment while you’re abroad, you may need to pre-arrange it. For example, if you need dialysis or oxygen treatment. Speak to your doctor in the UK for advice before you travel.

Getting prescriptions

You can use a UK prescription in pharmacies in EU countries.

Bringing medicine with you

You need a letter to prove your medicine is prescribed to you if it contains a ‘controlled drug’. You may need to show this at the border when you’re entering or leaving the UK.

You may also need a licence for controlled drugs if:

  • your trip is longer than 3 months
  • you’re travelling with more than 3 months’ supply

Travelling to have planned treatment

You cannot use an EHIC for planned treatment. For example, if you’re going abroad to give birth.
