RESTRUCTURING OF SOCIAL WELFARE ON THE CARDS, MINISTER SAYS

Cyprus Mail 18 July 2020 - by Peter Michael

Labour Minister Zeta Emilianidou

Social welfare services are set to be reformed and modernised based on three pillars, as this year alone they have dealt with thousands of abuse claims involving women and children, the labour minister said on Saturday.

According to a statement from Minister Zeta Emilianidou read out by the director of the welfare services, Maria Kyratzi, as of this year, 519 children are currently in the care of the welfare services.

She added that another 1,289 cases of domestic abuse were dealt with in the past year, along with 2,713 cases that necessitated welfare’s intervention.

Social workers also provided counselling to 4,229 people and conducted research on 6,848 cases to prepare a report for independent authorities, services, ministries, police, and organisations.

Presenting the new modernisation strategy at an event for the Association for the Prevention and Handling of Violence in the Family (Spavo), the labour minister’s speech said the goal was to improve the accessibility of services.

“Dealing with violence is multifaceted. At the first level is prevention, which includes informing, raising awareness and educating civil society as a whole,” said the minister. “In addition to prevention, one of the most important issues is the treatment, support and counselling of victims of violence in order to minimise the negative effects of abuse.”

The new strategy comes in the wake of a recent incident that put welfare back in the spotlight after an abused toddler was rushed to hospital with injuries, even though his case had been reported to the department at least a month prior. Some reports said concerned neighbours had first alerted authorities a year ago when the 19-month-old child was a baby. An investigation has been launched.

Last September a 15-year-old had committed suicide after he and his siblings and his mother had suffered years of psychological and physical abuse at the hands of his father. A damning report concluded “utter criminal negligence” had been shown by the four social welfare officials involved in that case as they had first been alerted in 2007, and between 2011 and 2013 when the number of incidents escalated. The welfare department has constantly cited understaffing when such incidents come to light.

According to Emilianidou, the first phase of the new plan is to contract a team that will undertake the management of the social welfare services aiming to implement the new strategy within a deadline and in line with budgets.

The procurement tender for the team is expected to be announced this month.

In the second phase a list of experts will be created to prepare and promote actions to implement in the restructuring of the welfare services.

At the same time, the establishment of multidisciplinary groups is being promoted, the work of which will seek holistic evaluation and intervention according to the needs of the individual and the family.  Professionals from various specialties and government services will offer holistic evaluation and intervention on issues that arise.

She said, the tender is expected to be launched in the coming days, and the professionals for the multidisciplinary groups (who are not part of the tender process) will be secured in October.

Then, welfare services are expected to provide chaperones and mentors for children who are either in child and adolescent protection institutions or are still within families and are facing issues there.

Thirdly, the social welfare services plan to use their own resources to prepare actions in restructuring the department, ahead of the involvement of the management team.

“One of the main pillars is further investment at the local level and the strengthening of synergies with the local community,” the minister said in her speech.

She added the reasoning was because the local community is the first point of contact for the individual or the family.

The local level will be able to research and promote the needs, problems, and sensitivities of each community.

MAJOR FIRE BREAKS OUT IN NANTES CATHEDRAL IN FRANCE

in-cyprus 18 July 2020 - by Annie Charalambous

A major fire broke out in the cathedral in the western French city of Nantes on Saturday, blowing out stained glass windows and destroying the grand organ in the 15th-century building, officials said.

Prosecutor Pierre Sennes told reporters three fires had been started at the site and authorities were treating the incident as a criminal act. He gave no other details.

Dozens of firemen brought the fire under control after several hours. Smoke was still coming out of the Gothic structure after massive flames earlier engulfed the inside.

The blaze comes just over a year after a major fire at the Notre Dame cathedral in Paris, which destroyed its roof and main spire.

Local fire chief Laurent Ferlay told reporters 104 firemen were still at the site to ensure the blaze was completely under control.

The fire had broken out behind the grand organ, which was completely destroyed, he said. Stained glassed windows at the front of the cathedral were blown out.

However, the damage was not as bad as initially feared.

“We are not in a Notre Dame de Paris scenario. The roof has not been touched,” Ferlay said.

It was not the first time fire has damaged the cathedral.

It was partly destroyed during World War Two in 1944 after Allied bombings. In 1972 a fire completely ravaged its roof. It was finally rebuilt 13 years later with a concrete structure replacing the ancient wooden roof.

“The fire of 1972 is in our minds, but at this stage the simulation is not comparable,” Nantes Mayor Johanna Rolland told reporters.

Cecile Renaud, who works in a bakery facing the cathedral and alerted the fire services early on Saturday, told BFM TV she had seen huge flames inside the building.

“It was a huge shock. It’s extremely sad.”

In 2015, a fire that appeared to have been caused by renovation work destroyed most of the roof of another church in Nantes, the Saint Donatien Basilica.

EU APPEASEMENT OF TURKEY HAS FAILED, CYPRUS PRESIDENT TELLS COUNCIL

in-cyprus 18 July 2020 - by Annie Charalambous

Cyprus President Nicos Anastasiades has told the European Council that “the appeasement of Turkey has failed” and that it should come to an end.

The President also said in his intervention at the European Council in Brussels that the time has come for  solidarity statements among members states to turn into action, Government Spokesman Kyriacos Koushos said in a written statement on Friday evening.

The Council members have agreed on an extraordinary meeting on Turkey in September following a proposal by President Charles Michel, Koushos added.

The statement also said: “Friday’s European Council Summit in Brussels began with interventions by the President of the Republic Nicos Anastasiadis and the Prime Minister of Greece Kyriakos Mitsotakis, who referred to the illegal action threats from Turkey, as well as to the reaction of the European Union.”
“As long as the Turkish provocations continue, we cannot agree to initiatives that oppose or erode the unanimous decisions taken by the European Council.”
Koushos also said that Anastasiades has called for the extension of EU sanctions against natural and legal persons involved in Turkey`s illegal drilling program within the EEZ of the Republic of Cyprus.

And that he also asked for the Council`s support regarding the decision already taken in the Foreign Affairs Council to prepare a package of further measures to be imposed on Turkey.

“The President of the Republic informed extensively about Turkey`s illegal actions in the Eastern Mediterranean, noting that developments are worrysome,” Koushos said.

“The President then referred to the issuance of a new NAVTEX, which extends Turkey`s illegal activities within the Cyprus EEZ” and to the Turkish threats to conduct exploration within the Greek continental shelf, as well as Turkey`s military involvement in Syria and Libya,” he added.
Cyprus has been divided since 1974, when Turkish troops invaded and occupied its northern third.

Turkey has ignored numerous UN resolutions calling for the withdrawal of the Turkish troops and respect of the integrity and sovereignty of Cyprus.

Turkish drill ship “Yavuz” sailed in the EEZ of Cyprus  in April after Ankara announced another attempt to drill a well in blocks licensed to European oil and gas companies.

This is the 6th time Turkey attempts to drill within the EEZ and continental shelf of Cyprus, this time in an area that covers part of exploration blocks 6 and 7, which have been licensed to ENI and TOTAL.

100 Years Since the Suicide of Prince Joachim of Prussia

Prince Joachim of Prussia

On the evening of Saturday, 17 July 1920, Prince Joachim of Prussia shot himself in the left breast while in his room at the Villa Liegnitz in Potsdam. The prince was taken to St. Joseph's Hospital, where he was pronounced dead on Sunday, 18 July, at 1:00am as a result of his wounds. His brother Prince Friedrich Eitel of Prussia issued a formal statement that said Joachim's death was the result of "psychic disturbances caused by the pressure of events and personal difficulties." Joachim was twenty-nine years-old; the prince was the youngest son of the German Emperor and Empress and the first of their children to die.

The funeral for Prince Joachim of Prussia was held on Tuesday, 20 July 1920, at the Protestant Church of Peace (Friedenskirche) in Potsdam. The rites were attended by Prince Eitel Friedrich, Prince Adalbert, Prince August Wilhelm, Prince Oskar, Duke Albert of Schleswig-Holstein, and General Paul von Hindenberg, among others.

Prince Joachim Franz Hubert of Prussia was born at Berlin on 17 December 1890. The prince was the sixth son of Wilhelm II and his wife Auguste Viktoria. Joachim had followed five older brothers: Crown Prince Wilhelm (1882-1951), Prince Eitel Friedrich (1883-1942), Prince Adalbert (1884-1948), Prince August Wilhelm (1887-1949), and Prince Oskar (1888-1958). The final addition to the family was Princess Viktoria Luise (1892-1980).

Prince Joachim and Princess Marie Auguste

On 11 March 1916, Prince Joachim of Prussia married Princess Marie Auguste of Anhalt (1898-1983) at Schloß Bellevue. The princess was the daughter of Duke Eduard of Anhalt (1861-1918) and Princess Luise of Saxe-Altenburg (1873-1953). Nine months after their wedding, Joachim and Marie Auguste welcomed their only child: Prince Karl Franz Joseph of Prussia (Potsdam 15 December 1916-Arica, Chile 22 January 1975). In January 1920, it was reported that divorce proceedings were underway between Prince Joachim and Princess Marie Auguste.

SATURDAY JULY 18 - CORONAVIRUS GLOBAL UPDATE

By Gayle Issa

(Reuters) - Global coronavirus infections passed 14 million on Friday, according to a Reuters tally, marking the first time there has been a surge of 1 million cases in under 100 hours.

The first case was reported in China in early January and it took three months to reach 1 million cases. It has taken just four days to climb to 14 million cases from 13 million recorded on July 13.

The United States, with more than 3.6 million confirmed cases, is still seeing huge daily jumps in its first wave of COVID-19 infections. The United States reported a daily global record of more than 77,000 new infections on Thursday, while Sweden has reported 77,281 total cases since the pandemic began.

Despite the surging cases, a cultural divide is growing in the country over wearing masks to slow the spread of the virus, a precaution routinely taken in many other nations.

U.S. President Donald Trump and his followers have resisted a full-throated endorsement of masks and have been calling for a return to normal economic activity and reopening schools despite the surging cases.

Other hard-hit countries have “flattened the curve” and are easing lockdowns put in place to slow the spread of the novel virus while others, such as the cities of Barcelona and Melbourne, are implementing a second round of local shutdowns.

The number of cases globally is around triple that of severe influenza illnesses recorded annually, according to the World Health Organization.

The pandemic has now killed more than 590,000 people in almost seven months, edging towards the upper range of yearly influenza deaths reported worldwide. The first death was reported on Jan. 10 in Wuhan, China before infections and fatalities then surged in Europe and later in the United States.

The Reuters tally, which is based on government reports, shows the disease is accelerating the fastest in the Americas, which account for more than half the world’s infections and half its deaths.

In Brazil, more than 2 million people have tested positive including President Jair Bolsonaro, and more than 76,000 people have died.

India, the only other country with more than 1 million cases, has been grappling with an average of almost 30,000 new infections each day for the last week.

Those countries were the main drivers behind the World Health Organization on Friday reporting a record one-day increase in global coronavirus cases of 237,743.

In countries with limited testing capacity, case numbers reflect only a proportion of total infections. Experts say official data likely under-represents both infections and deaths.

HELLENIC BANK LAUNCHES INITIATIVES TO GUIDE CUSTOMERS INTO ONLINE BANKING

Cyprus Mail 17 July 2020 - by Jonathan Shkurko

Hellenic Bank announced on Friday the launch of an initiative called ‘Connect Corners’ through which they will try to get customers acquainted with online and digital banking in an effort to reduce queues at branches around Cyprus.

Specialised staff members at banks, called ‘Meeters-Greeters’ will be at the customers’ disposal to guide them through the transition and to explain the benefits of online and digital banking.

People will be able to sign up for the initiative and obtain a new debit card free charge that will be used to access the bank’s online services, namely the Web Banking and Hellenic Bank’s mobile app.

In addition to the free cash withdrawal, now available contactless at every branch of Hellenic Bank, customers who are not familiar with online banking will be taught by the ‘Meeters-Greeters’ how to deposit money or cheques, view their account balances, transfer money to their card-linked accounts, or request more information regarding their account without the need of coming to the bank in person.

The bank has come under some criticism from the pensioners’ union for axing its two mobile banking units due to cutbacks as a result of the pandemic. The union said the elderly were struggling with online banking.
