THANK YOU
Firstly, a very big thank you to the Anglican Church of Paphos and Stephanie Village Residents’ Association who donated 5 envelopes each containing €80 worth of Papantoniou grocery vouchers as Christmas gifts for needy families living in Tala.   Their very generous support is much appreciated not only by myself and members of Tala Council, but by the recipients themselves who otherwise would struggle to get by. 

Thank you too to all those who sent their good wishes as a result of my hospitalisation in November.  I have followed medical advice to the letter and I am now well on the road to recovery.  I would like to thank everyone for their support and help over the last few months and in particular several of the Council members who kept everything ticking over.

TALA SQUARE
Unfortunately due to the volume of tenders being handled by the relevant Government department in Paphos, there has been a delay in proceeding with the second phase of Tala Square.   I have been assured that the Tala Square works will be included in the next batch of tender documents prepared and that works will then be started as soon as feasible once this process has been completed.  To remind you, the second phase will deal with the roads around the nucleus of the village and the square, provision of some extra car parking spaces and disabled parking and will mean that the present uneven surfaces will be levelled out.

Those who attended the J & J Xmas Square Affair before Christmas enjoyed entertainment by a fire dancer, carol singing by the Zingers and then seasonal music from a new group, Breeze.  The event was co-ordinated by Joep and Johanna from J & J Art Gallery.  The sum of €355.85 was collected on the night by the Zingers on behalf of Cancer Patients Support Paphos.  Well done to all those involved in what was a very successful evening.  It was wonderful to see a square packed with people having a very enjoyable evening.

It is hoped that there will be other similar events in the square over the course of the year.

TALA WATER RATES
Please note that following the reduction in the subsidy from the Water Board to cover the cost of electricity to pump water, Tala Council had no option but to increase the water rates slightly and these were included in the bills issued for the third period of 2017 to those on Tala water.

First 20 tonnes                           €0.92 per tonne
21-50  tonnes                             €1.07 per tonne
51 to 70 tonnes                          €1.77 per tonne
71 tonnes and over                    €2.07 per tonne

The standing charge of  €7 remains unaltered.

In addition to the increases shown above, please note that as a result of an EU Directive, a 5% levy for ‘environment cost' [based on consumption] plus VAT has been included on the bills.  Until the necessary programming work has been completed, please note that this tax is only mentioned in Greek [Περιβαλλοντικο τελος εντος κυβερνητικων υδατικων εργων: 0.05* [consumption] = [amount]].  This is shown in the box Consumption Breakdown underneath the Total.   Once the necessary programming work has been completed the Environment Tax will be mentioned in this box, and then under Transactions of Accounts [the box below] there will be shown Total, Environment tax amount, and VAT [all in Greek and English] plus the final amount payable.

Cyprus has gone from no participation in sorting at source in 2007 to participation by 55% of the population in 2016.   In ten years, Green Dot have recycled 330,000 tons of packaging waste – saving 1087,000 m3 of landfill space which is equivalent to 435 Olympic sized swimming pools.   Given that Cyprus as an island is under pressure to reduce the volume of waste going into landfill sites, all materials sent for recycling by Green Dot leave the island, with the exception of some glass which is ground down and goes into the production of cement and other building materials.


PLANNED ROAD RESURFACING WORKS 2018 & 2019
Subject to Government funding, we have applied for the following road re-surfacing works for 2018 and 2019:

2018:
  1. Chrysostomou Papadaniel  [part 1] From Vrasidas tavern to the new cemetery.  For this year we will do the part from the ravine (next to Verginas turning) down to the cross roads where there is the new development.  
  2. Aspalathou  - Kamares village
  3. Artemis  - Kamares village 
  4. Kosti Palama [turning by the CYTA substation] as you come from Tremithousa up to the Andrea Kalvou turning.
  5. Adamantiou Korai - Melissovounos - the first turn on the right on Mitropoleos [above the park].
  6. Kithreas  - Lofos - second turn on the right on Anexartisias Ave.
  7. Demokratias Ave  - Lofos - The lower half of the loop. 
It is also hoped that the District Office will resurface the road from the Monastery down to the Roundabout, and from the Roundabout to theTala/ Emba boundary in 2018.   This road is separate to the application Tala Council has submitted as it falls under the responsibility of the District Office and not Tala Council.

2019:
  1. Chrysostomou Papadaniel  [part II] from Vrasidas tavern back towards the village centre 
  2. Rododaphnis - From the betting shop across to Stephanie/Eleftherias Avenue
  3. Rebecca Demetriou  - From the round about towards Monastery the third turn on the right [by the water tank].

  5. Agiou Ermolaou  - Lofos - the first turn on the right just after the ‘Eiffel Tower’.

Everyone is encouraged to sign up for the Neighbourhood Watch scheme.   This does not commit you to forming committees or patrols, but is an agreement to be the eyes and ears of the Police and report any suspicious activity or vehicles to them.   We have an undertaking from the Police to carry out regular vehicular patrols of the Tala area.   To maintain this service, as a community we need to show support to the Police and this can be done by signing up to the Neighbourhood Watch scheme.

To sign up you can either email your name, address, mobile number and email address to Cathi on toffee@primehome.com or call into the council office and provide this information to the staff there.  For the time being any security alerts will be by email.

On www.talanews.blogspot.com under Security there is a Get to Know Your Neighbour form.  This is available in English, Greek, Russian and Chinese.  If you are unable to print the form[s] from the blog, please email Cathi and she will send you the documents.   It is felt that by getting to know your neighbour, this will help make more people aware of the neighbourhood watch scheme, enable people to notice strangers in the area, or suspicious activity and thus reduce the number of thefts.   

There are also A5 stickers available for those who have signed up to the Neighbourhood Watch Scheme.  These can be obtained at Tala Council office at a cost of €1 for two stickers.   Proceeds will go to charity.

WATER
There is still no news on the transfer of the water from Leptos to Tala Council and further information will be provided in due course.

Agreement has been reached with the Water Department to build a new water tank.   This will mean that, once built, water will be pumped up from Kissonerga instead of the current system via Tremithousa.    We are also in negotiation with the Water Board regarding replacement of some of the water pipes in Lofos to reduce the interruptions in supply.

TALA SQUARE
The Square, Phase 1, was officially handed over to Tala Council on 6 April.   The road network around the village core, Phase 2, will go out to tender later this year, with a view to the work starting around October.    As previously mentioned, some additional carparking spaces will be created on Mavrovounio Street [the road leading up to the square from the school] and disabled parking on the road outside the Council office.  

Regarding the businesses in the square:
- Yasmeni is closed following the death of the owner, Peter, before Easter.  It is not known if or when this business will re-open.
- Voukani, re-opened 29 May, run by the owner of the property and his family.  The business will be open from 8am [with breakfast served from 8.30am] through till late, with a lunch menu and BBQ in the evenings.
-Old  Rosies, Joep and his wife will be running this as an art gallery and gift shop [J&J Artworks Gallery]  which will open early July [see Events].

ROAD WORKS
The asphalting of the dirt-track above the existing road of Karydion [leading up to the new Domenica properties behind St John Prodromos]  was completed by the end of March.  As a result, the unauthorised track through the green area into St John Prodromos has been closed off.

STEPHANIE AVENUE  
Some 20 odd years ago, a road was created connecting Stephanie Avenue [just above Tremithias where the water tanks are] with Eleftherias Avenue.  At the time, the owner signed the necessary paperwork and the agreed price was paid.   The District Office in Paphos were fully aware of this contract and they asphalted the road.  Since that time various works have been carried out in the area by CYTA and the Electricity Authority but there has been an ongoing legal battle with the heirs of the original owner, with action started by them, dropped and then re-started again around 8 years ago.
For the last five years, the Council have been trying to resolve the matter with the heirs.   They are looking for compensation of some €260,000. We are still in negotiation with them to try and resolve the matter.

NATURE PATH FROM AGIOU GEORGIOU TO ST JOHN PRODROMOS
Some months ago, some work was carried out to clear weeds on the existing path, but work is necessary to replace the broken concrete and to establish a permanent path.  This is especially needed now that the cleared path suffered storm damage at the end of last year.   Application has  been made for the necessary funding for this project which will establish a nature walk with proper walkways alongside the natural stream.

MULTI-CULTURAL CENTRE
Application for funding has been sent to the District Office. This construction will be in the land beyond the carpark/children’s play area behind the old church and will be on land owned by the Council.

ANNUAL CLEAN UP
The annual clean up of Tala is underway and I would ask for your patience as we work our way through the village.  Priority is being given to those areas with the heaviest traffic use/highest fire risk.

Plot owners have been asked to clean their plots. 

The Council is in the process of recruiting an additional outside person, on a temporary basis, to cover this busy period and we will hopefully have someone in place by early June.

GREEN DOT – COLLECTION OF RECYCLING AT YOUR DOOR
Agreement has been reached with Green Dot to collect recycling materials [plastics and paper] from your door.   Further information will be released once a start date has been arranged.

NEIGHBOURHOOD WATCH SIGNS – VANDALISM
Regrettably some of the Neighbourhood Watch signs have been sprayed with black paint.   We have had reports of a vehicle seen alongside the signs and have been given a description and partial registration plate.   The matter has been reported to the Police.

SIMPLE SECURITY STEPS YOU CAN TAKE
- The main targets of the burglars are cash and jewellery.   Please do not keep large amounts of cash on your property and, wherever possible, use a bank safe or install a heavy duty safe in your home, for valuables. 
  
-If the electric street light outside your home fails, please phone the Electricity Board direct on 1800 quoting the number from the plate attached to the pole and the street name.  

-There have been a number of thefts recently involving water – please bear in mind that once water has gone through your meter, whether due to theft or leakage, the cost falls on the owner of the property.  It is recommended, therefore, that a lock be fitted to your outside supply to prevent theft.   Wherever possible,  a weekly meter reading should be taken and retained as this will then highlight if there is a problem.

-Re electricity, there have been a couple of incidents where burglars have interrupted the electricity supply from the meter cupboard to see if an owner is at home.   You can purchase a padlock, to which only you and the Electricity Board will have keys,  from  the Electricity Board in Pafos.

WATER
I regret to advise that the promised transfer of water from Leptos to Tala Council did not take place on 1 January 2017 and further information will be provided once the handover occurs.

TALA SQUARE
Work is progressing to schedule.  Erection of the pergolas has been completed and the main paving is being installed.

ADDITIONAL ROAD AND DRAINAGE PROJECTS WHERE APPLICATION HAS BEEN MADE FOR FUNDING
Application has been made for the following additional works:
- Stephanie/Eleftherias Avenue – abrasion and new tarmac
- Kyklaminou Street – as above
- Mavrovounio Street – creation of carparking spaces on the side of the road
-  Kampou Mesomerenas Avenue – creation of concrete open culvert with drainage grate
Application has also been made to the District Office for them to resurface the road from the Monastery down past the roundabout and to the Emba border.   This road is classed as a ‘District Road’ and comes under the remit of the District Office as regards repairs and resurfacing.   Provisionally the application has been accepted with, all being well, work to be carried out towards the end of 2017.
The street Koralion will also be extended up to the new Domenica houses in the very near future which will then permit the illegally created access across the green area to St John Prodromos to be blocked off.

STEPHANIE AVENUE JUNCTION IMPROVEMENT
To improve visibility at this dangerous junction and to prevent obstructive parking, bollards have been installed.

After a period when activity has been quiet, activity has started again, particularly in the area off Mary Leptos Street in Kamares [Koralion, Megalou Alexandrou, Verginas].   Please be alert for any strange vehicles or people around.   The main target is cash.

PAFILIA BUILDING SITE
Pafilia have cleared the weeds around the structures with a view to progressing with completion of the project.

CANS FOR KIDS
Please note that there is now a unit for collection of cans behind the Kamares Club, alongside the recycling units.  You can deposit washed cans and tins, but please:
-Do not crush the cans – rinse them and leave them whole
-If you have crushed some, please place these in a separate bag
-Please separate cans and tins into different bags
Other collection points are at the General Hospital, and at the UKCA Club in Chlorakas.

IMMOVABLE PROPERTY TAX
Bills for this tax were issued by the Government department in September.    As previously, payment can be made online on JCC Smart.

Those choosing to pay between 1st November and 31 December will pay 27.5% of the 2015 tax and those who pay after 31stDecember will face a 10% levy on the 27.5% figure.

Tax bills up to €10 will be waived. Tax bills received will show the same amount of tax as was paid last year.  However, when payment is made the amount will be discounted in line with the amounts quoted above.  The tax is likely to be cancelled in 2017.

LOCAL IMMOVABLE PROPERTY TAX
Just a reminder that this tax is payable at Tala Council office once you have your title deeds.  No reminders are issued and it is the responsibility of property owners to settle their accounts.   Please note that payment must be made before 18th December to avoid  a 25% penalty.  

If you have only acquired your title deeds this year, please take your title deeds into the Council office when you go to pay this tax.  As with the Government Immovable Property Tax, this tax is likely to be cancelled in 2017.


RATES
A reminder that the bills for rates/refuse collection are due for payment by 18 December to avoid any penalty.

WATER
The transfer of water from Leptos to Tala Council will now take place from 1 January 2017.  Leptos will therefore invoice residents for the period up to 31 December and Tala Council will read the meters from 31 March [to cover the period 1/1/17 to 31/3/17].    For those users affected, if you wish to continue payment by bank transfer, could you please note the following:

Please call into Tala Council office with a note of your bank details and IBAN number to allow payment by bank transfer.   You will also need to cancel your previous transfer to the Monastery or Leptos once your final payment for water consumed has been collected.   For Leptos customers, Tala will not collect any payment for water until after the first Tala meter readings at the end of March 2017.

Those who are unable to visit the council office in person, can email the Council office to set up the bank transfer on a permanent basis.   It is important please that all the information stipulated is submitted, together with the wording granting permission.

Regarding those transferring to Tala from the Monastery and Leptos, we are aware that some of the pipework and pumps are old and need replacing.   Once Leptos have handed over the supply, the Water Board will be able to agree a schedule of works to be carried out to improve the system.   

COMMUNITY/NEIGHBOURHOOD WATCH – PLEASE SIGN UP!
Security information and any security updates can be found by going to the right hand corner ‘Categories’ and clicking on Security on www.talanews.blogspot.com.

Everyone is please encouraged to sign up for the Neighbourhood Watch scheme.   This does not commit you to forming committees or patrols, but is an agreement to be the eyes and ears of the Police and report any suspicious activity or vehicles to them.   We have an undertaking from the Police to carry out regular vehicular patrols of the Tala area.   To maintain this service, as a community we need to show support to the Police and this can be done by signing up to the Neighbourhood Watch scheme.  Sign up from Kamares residents has been outstanding and it would be good to see support from other areas of the village.

To sign up you can either email your name, address, mobile number and email address to Cathi on toffee@primehome.comor call into the council office and provide this information to the staff there.  For the time being any security alerts will be by email.

On www.talanews.blogspot.comunder Security there is a Get to Know Your Neighbour form.  This is available in English, Greek, Russian and Chinese.  If you are unable to print the form[s] from the blog, please email Cathi and she will send you the documents.   It is felt that by getting to know your neighbour, this will help make more people aware of the neighbourhood watch scheme, enable people to notice strangers in the area, or suspicious activity and thus reduce the number of thefts.  
 
There are also A5 stickers available for those who have signed up to the Neighbourhood Watch Scheme.  These can be obtained at Tala Council office at a cost of €1 for two stickers.   Proceeds will go to charity.

Suspicious activity should please be reported to the Police on 112.   Thereafter, it would be helpful if you could  let Cathi know what has happened by sending her a short email so she can liaise with the Police and/or alert the community if needed.

After a period when activity has been quiet, there has been an increase in activity over the last few weeks with breakins and theft of satellite dishes, gates and other metal items.   If in doubt, if you see anything out of the ordinary, take a note of the location, description of the vehicle and registration number and phone the Police.

LOCAL COUNCIL ELECTIONS – December
The local elections are proceeding and will take place on Sunday 18 December.  You can only vote if you have applied for a vote and there is no proxy or postal vote available for those who will not be on the island on 18 December.

PAFILIA BUILDING SITE
It is understood that Pafilia are close to reaching an agreement with the owner of the land and that once this is achieved building work will resume.   No timescale has yet been given.

CONTAINERS ON THE KISSONERGA ROAD
I am pleased to advise that the owner finally agreed to removal of the containers from the field on the road to Kissonerga.   To ensure their removal, the Council offered storage space at the Council Storage Unit and the containers have now been moved to this location.

LAYING OF THE FOUNDATION STONE – TALA SQUARE
The laying of the foundation stone in Tala Square will take place on Sunday 27 November at 10am.   The Archbishop of Cyprus and the District Officer will be in attendance.   Everyone is welcome to attend the ceremony.

NEW CHURCH – CAR PARKING
By the end of October, the Church had removed most of the items stored in the carpark underneath the new Church, and white lines were in place to denote parking places.   The lighting has also been improved but is only activated when you drive into the carpark.     When visiting the square, please either park here, or in the car park behind the little old church.

WHAT YOUR COUNCIL HAS ACHIEVED IN THE LAST 5 YEARS
Schools
-         - Overseen the opening of the new Kindergarten school
-          -Rebuilt the road leading to the kindergarten as the original was collapsing due to type of soil [clay] and underground water sources
-         - Introduced an additional nursery class into the Kindergarten school
-         - Provided shade at the Elementary school, painted benches and tables
-         - Installed a fenced all-weather pitch for games
-          -Organised summer school facilities at the Elementary school
-         - Painted the Elementary school inside and out
-          -Introduced free computer lessons for children and adults
-         - Introduced a Christmas bazaar where Father Christmas visits and there is a small gift for around 100 children [funded from the craft sales at the Welfare Centre]

Welfare
-         - Started the Welfare Centre [SKE]
-         - Introduced regular exercise classes for seniors
-         - Introduced a craft session on a Monday morning with knitting, bead making, and the like
-          -Introduced occasional coach trips for members
-         - Introduced Greek Dancing classes

Amphitheatre
-         -Built much needed changing rooms and toilet facilities for the performers and additional toilet facilities adjacent to the children’s play area
-          -Removed the narrow stage which was restricting activities at the amphitheatre
-          -As part of Pafos 2017 proposed the painting of the walls around the carpark, and the top wall fronting onto the road as a Community Art Project
-         - Installed railings and lighting on the steps leading up to the bar area

General
-         - Negotiated Tala out of the SAPA sewerage system until 2027.   This has saved all residents a considerable amount of money as if we were still ‘in’ we would all be paying annually for an indefinite period, with the likelihood of never being connected. 
-         - Negotiated and resolved issues so that a new cemetery could be built in Tala.  This has been done at a cost of only €40 per household in Tala and is intended to be self-financing in the future with the income from the purchase of graves in a ring-fenced account which will be used, when needed, to fund the building of additional graves at some time in the future when needed.   The area has been planted, is secure from animal trespass, and there are benches for quiet reflection.  Purchase price for plots is €850, or if pre-purchased €750, and for those who are not resident in Tala €2,000. 
-        - Organised an annual review of roads and pavements and a programme for maintenance of them
-        - Agreed a contract with Paphiakos for the collection of stray dogs in Tala
-         - Improved road markings in Kamares  and Stephanie
-         - Negotiated pedestrianisation and modernisation of Tala Square with the first phase under way [phase   2, the road network around the square follows once the square works have been completed]
-       -  Installed a new pavement on the corner by the Co-Op Bank with railings
-         - Installed stone walling and planting on the main road coming up from Emba, and on the road leading up to the monastery
-         - Closer working between the Council and KVHA
-         - Closer working between the Council  and the Stephanie Association
-         - Closer working between the Council and the School Governors
-         - Improvement of the recycling bin areas
-         - Introduction of the Tala Blog to provide information and news for Tala residents [initially only for      English speakers, but now has a Translate button for other languages]
-          -Retained the Tala Newsletter to provide information and news for Tala residents
-          -Welcome meetings for Russians and Chinese moving into Tala
-         - Clearance of the overgrown path leading from Ay Georgiou up to St John Prodromos.  This now links with steps to the Church-owned building plots off Stephanie Avenue
-          -Closer co-operation with the District Office in Paphos to obtain funding and support for projects
-          -Agreed Neighbourhood Watch scheme in Tala and negotiated regular police patrols around the village and access to a Community Policeman in connection with the NHW scheme and other matters.  The Police also provide a regular vehicle patrol in a marked car around Tala.
-        - Moved the library from above the council offices to a location offering more accessible hours.  Books have been re-catalogued and re-stocking is in progress.
-         - Agreed and completed changes with the Post Office to provide more room for the sorting of mail.
-         - Cleaning and overhaul of the water tanks in the village
-         - Transfer of the water supply from the Monastery to Tala Council [with transfer of the water supply from Leptos to Tala Council wef 1/1/17]

Council Offices
-         - Replastering of ceiling in upstairs meeting room and redecoration of offices throughout.
-         - Re-organisation of offices
-         - Re-painting of offices outside, replacement of some windows and replacement of flags
-         - Updated  the computer system and installed new computer equipment
-          -Introduced an inventory system for materials used by the Water Department
-          -Built a secure off-site storage unit for mechanical equipment and tools
-          -Added a vehicle to the ‘fleet’ and a small motor scooter for general running around the village where    a larger vehicle was not practical
